Proposes a reciprocal, theory-driven partnership between researchers and policy makers to ensure that early intervention services effectively reach their goal of reducing the risk of developmental delay among vulnerable infants and toddlers. Public Law 99-457 provides assistance to states for the organization of their early intervention services for developmentally delayed infants and toddlers. Although the initiatives of the act are far-reaching and include a focus on both children and families, there are many unanswered questions regarding definition, identification, evaluation, implementation, and personnel preparation. |
