The German debate about conscription is complicated both by past legacies and by the current need for Germany to redefine its political and military role in the new Europe. A number of proposals now advocate an all-volunteer, professional army in the name of military effectiveness. On the other hand, supporters of conscription argue that Germany, as a continental power, requires relatively large ground forces (as well as an ability to reconstitute forces). Other issues include cost considerations and the relationship of the Bundeswehr to German democracy. |
