Inhoud: The present article may be considered a postscript to “The Chechen Crisis and the Future of Russia” which appeared in Volume 15, Number 1 of Comparative Strategy and analyzed the war in Chechnya at its earlier stages. Unfortunately subsequent events, precipitated by Russian national elections to the State Duma, have unsettled the precarious balance in the Chechen Republic and have virtually undermined the foundations for ongoing peace negotiations. Rapid military escalation has led to another costly crisis of the Chechen war precipitated by the hostage-taking in Kizlyar in December 1995. This article analyzes: (1) the course of events that led to the crisis; (2) the response of Russian authorities, political factions, and public opinion to these and other extreme actions of Chechen secessionists; (3) prospects for the settlement of the Chechen crisis; and (4) potential consequences of the decision by the Council of Europe (CE) to approve Russian membership in spite of the Chechen events.
