The full role of U.S. nuclear forces in the post-Cold War period appears to be undecided. The threat posed by “rogue” states armed with WMD is increasing, and the political future of Russia is uncertain. Yet, through a combination of arms control and a paucity of modernization programs, the United States will have a significantly reduced nuclear potential. An examination of likely post-Cold War nuclear requirements suggests strongly that the modern long-range bomber is particularly well-suited for future deterrence missions. The necessary modernization of nuclear forces in coming decades requires near term investment decisions in order to eliminate prohibitively expensive catch-up programs in the future. |
