The former Soviet Union negotiated the Anti-Ballistic Missile (ABM) Treaty to buy time to close the 20-year gap in technology with the United States. The Soviets violated Article 1 of the ABM Treaty by deploying and modernizing national ABM systems from the early 1960s to the collapse of the empire. The defensive systems that the Russians inherited will give them a strategic advantage over the United States if the Strategic Arms Limitation Talks (START) II Treaty is implemented. Given this, and the continuing proliferation of nuclear weapons and delivery systems, the United States should install a national ballistic missile defense system and field the best theater ABMs that its technology will permit. |
