The paper describes some of the advances made by a group of action researchers as they constructed and delivered a management development programme for United Kingdom police leaders and managers. Through the action research process, increasingly deeper issues concerning the nature of management development and the very idea of education itself were addressed. As a result of such a searching inquiry, the programme became far more holistic in philosophy, method and scope. Although the demands of action research seem, inevitably, to lead practitioners into unfamiliar areas, the resulting gains are felt to be positive, liberating and, ultimately, a more authentic educational experience is developed for the client group.
