This article focuses on the delegitimisation of the dirigiste model by examining the French government's participation in the final stages of the most recent world trade (GATT1) negotiations. Focusing specifically on the 1991-1993 agriculture crisis, the article examines both the government's economic philosophy and domestic policy processes that yielded the French position on the agriculture dossier. It argues that while an argument can be made for the resilience of dirigisme in the trade sector, the GATT case study clearly indicates a preference for market-driven solutions and a veritable belief in free trade. The conclusion is that these ideological changes are likely to be permanent given the internationalisation of trade policy and France's reliance on European markets for successful industrial growth. |
