Inhoud: The conservation area constitutes a major aspect of British local planning. A prime strength of the British system is that these special areas are selected locally, and are preserved or enhanced by means of the statutory planning system. This is in contrast with the methods employed in other European countries where only a small number of special areas have been preserved, primarily by national agencies. Although recently criticized for their ineffectiveness, conservation areas remain popular with planners, politicians and the general public. When suitable planning policies are introduced, such areas can become the focus not only of historically important restoration but also high-quality development. However, it has been claimed that too many have been designated, and that the statutory framework is woefully inadequate. It is only with great difficulty that damaging incremental change can be controlled, and too often these areas lack the imaginative policies and programmes they deserve.
