Individuals join organizations to satisfy physical, economic and psychological needs. Under emergency conditions, the ability of the organization to serve this function is questioned. The decision to stay with the organization (or to leave to deal with the new situation) is difficult for the advantages of staying with the organization are uncertain. From that point of view the paper discusses the meaning of emergency. It examines managers' reactions to unfamiliar situations, pointing out the paradoxical nature of some administrative responses, which may defeat their own purposes. The paper suggests that effective management under emergency may result from careful improvisation based on the “law of the situation.”. |
