The paper presents a framework for the analysis of policy-making in special educational needs, which considers the policy context of educational policy-making, the processes involved in devising and establishing public policy and aspects of the content of policy developments in the area of special educational needs. Major legislation in the USA (Education of All Handicapped Children Act, Public Law 94-142) and England and Wales (Education Act 1981) are considered in terms of this framework. Major policy contexts are comprehensivization in England and Wales and civil rights in the USA. Themes in the policy process include centre-local issues, policy sources, political partisanship and the role of the courts. Themes in special educational policy include inclusion, extension, integration and individuali-zation. |
