The main objective of the work described in this paper is the eco-development of eastern Asturias in Northern Spain. In European, if not world terms, this is a rural area of outstanding environmental value facing population decline and abandonment and/or colonization by industrial interests. The challenge was to define a strategy for integrated development allowing for conservation of environmental diversities and resources whilst promoting the community's prosperity. The 'Promotion and Development Unit' which undertook the work consists of 25 young technical experts from the area, selected through an 'Unemployment Insertion Programme'. Since February 1990, the group has been working on an action pilot plan aimed at building on local environmental and cultural values to provide new opportunities for sustainable development. The first stage was the realization of a socio-economic study, in order to establish the features of the area, to define the obstacles and potential resources and to formulate the appropriate strategy. At the same time, a number of projects were started. The action plan presented includes 20 integrated actions aimed at preserving an environmentally and culturally rich, diverse and fertile territory whilst securing a lasting quality of life for its people. Actions relate to training and education, environmental and cultural heritage recuperation, promotion of local resources, revitalizing of traditional economic activities and setting up of small local enterprises.
