Inhoud: This article examines the contribution of Russian entities to the proliferation of conventional and non-conventional military capabilities in regions of instability, primarily the Middle East. The extent of Russian transfers of military-related technologies and expertise is assessed along with the factors driving this activity. Particular attention is given to the benefits that Iran, Iraq and India have accrued, and could potentially accrue in the future, as a direct result of such proliferation. The article then examines the threat paradigm in the Middle East in order to demonstrate how Russian weapons and technologies proliferating to this region undermining regional stability and security, and posing a serious threat to American forces, allies and security interests. The effect of this proliferation - in conjunction with on-going trends in military-technological innovation - on the future of deterrence is singled out as an issue of critical significance from both a regional and American perspective.
