The breakdown of the paramilitaries' cease-fires in Northern Ireland does not hide some significant longer-term trends. The most significant of these is that the legitimacy surrounding the Provisional IRA's violence has been sharply eroded. This is because the British and Irish governments have converged their positions, lessening the political space in which the Provisional IRA can manoeuvre. A second important trend confirms the British government as a facilitator rather than an initiator of change. The key to continuing the peace process lies in developing the dimension of the conflict that centres on relations between Northern Ireland Protestants and the Irish government. |
