This article examines the roots of Gorbachev's policies, focusing on some of the causes of his turn towards a new detente with the United States under the rubric of new thinking and the forces that impelled the change. It also emphasizes Soviet approaches to the resolution of regional conflicts in the Third World as a major component of this policy as of the second half of 1988. It examines the results of Soviet policy failures from 1976 to 1985. It sees in Gorbachev's policies the effort to overcome these failures by means of new political strategies and policies and suggests what goals Moscow is pursuing in its efforts to address regional conflicts in Asia. |
