The growth of Soviet power has created a new strategic reality in the Far East. Japan can no longer depend on the American nuclear umbrella to protect it from Soviet pressures. The Japanese government, however, seems to completely disregard the need for a military underpinning of its diplomacy toward the Soviet Union, apparently believing the Soviet threat will disappear if Japan ignores it. Instead, Japan must face up to its responsibilities and bear a bigger part of the burden for its self-defense and the common defense of the Free World. The United States, as Japan's protector, must take the initiative in this process by publicly emphasizing the need for a greater Japanese contribution to Western defense. |
