An examination of the Joint Statement Concerning the Anti-Ballistic Missile Treaty, signed by Presidents Bill Clinton and Boris Yeltsin at the Helsinki summit, leads to the conclusion that the treaty is not being adapted to U.S. national security interests. Instead, it is being modified to strengthen and perpetuate the treaty in its cold war form and to insulate it from meaningful change. Ambassador Smith was Chief Negotiator for Defense and Space during the Bush Administration. This article has been adapted from a speech presented by the author to the U.S. Army Space and Missile Defense Association on May 22, 1997. |
