Despite its billing, the March 1997 Helsinki summit joint statement concerning the Anti-Ballistic Missile (ABM) Treaty was not a demarcation agreement, because it failed completely to draw a clear line between ABM and theater missile defense (TMD) systems. The Helsinki agreement also enlarges the ABM Treaty by prohibiting for the first time space based theater missile defenses. If the United States approaches national missile defense (NMD) negotiations in the same way that it has approached demarcation, it is likely to be unsuccessful. Rather, the United States should return to the concept of negotiating strategic offensive and defensive treaties together. |
