The U.S.-Japan security relationship has been a prominent element of the broad strategic approach taken toward Japan and the rest of Asia by the United States since the early post-World War II period. However, the collapse of the former Soviet Union has radically changed the cost-benefit calculation of this relationship for the United States. It has become very difficult to argue that the relationship contributes significantly to U.S. security in the post-Soviet world. The economic costs of maintaining the relationship in its present form continue to be formidable, while the diplomatic benefits have become negligible at best. Further, Washington and Tokyo have profoundly divergent national security philosophies, thus making a reconciliation of interests unlikely. |
