Mikhail Gorbachev has introduced an iconoclastic era in Soviet foreign policy. Changes in Soviet policies vis-a-vis the West, the erstwhile socialist-bloc countries of Eastern Europe, and the Third World have been accompanied by major doctrinal changes in the area of interstate relations. This article explores the reformulation, and in some instances the repudiation, of central tenets of Marxist-Leninist ideology by examining the reasons for the neglect in recent Soviet scholarship of the concept of correlation of forces and its replacement by the idea of the balance of interests. |
