Contents: During this century, the United States has been involved in five wars (counting the recent Persian Gulf war) and numerous military interventions. Some have enjoyed the general support of the populace and others have not. Some have been successful and others have not. This work selects three wars and three interventions and, at the time of presidential decision to intervene, applies the six tests for use of military force articulated by Secretary of Defense Caspar Weinberger in 1984. The questions to be answered are twofold: Would the United States have made the same use-of-force decisions had the criteria been available at the time? And, are the criteria valid after application in a historical context? While results indicate that only the decision to intervene in Vietnam may have been different, use of the criteria would have precipitated major changes in the actual conduct of all events save the Cuban Quarantine.
