Inhoud: The Illinois Community College system evolved in a climate similar to that of the other 48 contiguous states in the United States. Yet the Illinois system, like that in California, became known for its cohesive and progressive approach to two - year education. This article argues, essentially, that Illinois was able to develop a functional and effective ''service area'' concept, and then centralize this into a system, because of the visionary and cooperative efforts of several dedicated individuals during the decades immediately following World War II. Community college advocates such as Robert Birkhimer, Kenneth Edwards, Peter Masiko, Eldon Lichty, Raymond Young, and Coleman Griffith all served as designers, marketers, or pioneers in forging a system that is today the envy of many of its neighbors. Another factor that set Illinois apart from many of its neighboring states was the leadership of the University of Illinois. The University, in 1946, encouraged the development of two - year ''centers'' to service GI Bill recipients. Although most of these 26 centers were temporary, the symbolism of a major university's support was invaluable. Today, the Illinois Community College Board has turned to refining a system that grew meteorically well in the early 1990s. Current issues have centered around developing assurances of program quality, encouraging experimentation with distance learning formats, and attempting to tie a percentage of funding to performance criteria. The Board has usually been able to move expeditiously in these directions because of continued sound leadership and the solid foundation provided by the system's designers during the post - war era.
