Contents: The purpose of this article was to examine the Job Training Partnership Act (JTPA) services and its potential in developing effective strategies to retain and retrain students. Community colleges must develop partnership relationships with businesses and other work organizations through vocational education programs in order to retrain and retain students. Firstly, to achieve this purpose community colleges must develop systematic techniques for gathering information and identifying students who need these programs. Secondly, community colleges must maintain a conducive and sustaining educational environment that is supportive to retaining culturally disadvantaged students.
