The author's thesis is that “Short-Cycle Higher Education” (colleges and institutes roughly equivalent to American two-year colleges) is emerging as the potential leader in solving the worldwide need for training technologists and technicians. Sections of the article on characteristics and major issues feature explanations and comparisons of short-cycle systems throughout the world. Strengthening short-cycle higher education requires broad cooperation—a team process—among established universities, private enterprise, and national governments. Recommendations are addressed to scholars, national organizations, legislators, funding agencies, institutional leaders, and faculties in higher education. |
