This study was the investigation of the influence of environmental factors on state decisions to enact enabling legislation for collective bargaining in community colleges. Stepwise discriminant analysis was used to determine the linear combination of environmental variables that provided the best explanation of the differences between states with bargaining laws and those without such laws. The chi-square test of association was used to analyze the relationship between states' political cultures (Elazar, 1984) and the enactment of bargaining laws. Factors positively related to enactment of legislation were: (a) de facto bargaining prior to legislation; (b) value of agricultural products sold; (c) employment in manufacturing, (d) employment in farming; (e) employment in state and local government; and (f) the percentage of the popular vote for Democratic candidates in presidential elections. Existence of right-to-work laws was inversely related to the enactment of legislation. States most likely to enact legislation were those classified by Elazar as moralistic or individualistic. Least likely to enact legislation were those states classified as traditionalistic. |
