Estimation of the location parameters of the three-parameter forms of the Gamma and Weibull distributions is nonregular in the sense that conditions required in the proof of optimality of BAN estimators do not hold for these distributions. The Pitman estimator, while optimal at least in the case in which the location parameter is the only unknown parameter, is intractable except for a few special cases. In this paper, some approximations to the Pitman estimator are constructed and applied to the two distributions. The estimators are computationally simple and are found to be reasonably efficient in the nonregular case. |
