A unified finite population theory for rotation sample designs is developed with specific reference to the Current Population Survey of the U.S. Bureau of the Census. A generalized composite estimator is introduced which exploits strong year-to-year as well as consecutive monthly correlations between observations on the same unit. The variance formula appropriate to such a design situation is provided and numerical comparisons with the more common simple composite estimators are given. |
