This article offers a descriptive overview of the processes and policy instruments of education transformation in South Africa from April 1994 to December 1997. The overview is outlined against the background of apartheid education. Three years after the first democratic elections, the transformation process is rapidly moving from grand policy formulation towards policy implementation. The policy environment for quality schooling and education in general is promising. However, it is too early to comment on the impact of new policies and legislation. |
