This paper examines the relationship between social justice, social policy and social work and the dominance of economic policy over social policy in the allocation of public resources. It affirms the view that the three guiding themes of modern social work practice are empowerment, disadvantage and justice. The Victorian Government's Social Justice Strategy is reviewed: from its development in 1985; through its eclipse during the late 1980s; to its resurgence in 1990 with the establishment of the Social Justice Consultative Council. |
