The tension between concepts of welfare and treatment remains an important issue for social workers practising in the field of community mental health. A primary concern with treatment has resulted in a neglect of welfare issues. The social consequences of developments in community mental health, particularly the poverty and disadvantage accompanying the deinstitutionalisation movement, have resulted in an increased need for social workers to redirect energy towards meeting welfare needs, particularly income security and housing. |
