This paper argues that shielding the domestic footwear producers and workers from import competition by trade restrictions is inappropriate for dealing with the problems of the industry because trade barriers, especially quantitative restraints, are so costly that dismantling them and coupling their removal with income grants and manpower policies would raise incomes of all groups by improving economic efficiency. Estimates are made of the quantitative and price impact of import restrictions as well as the costs to society and consumers in particular of “saving jobs” in the U. S. footwear industry during the 1977-1981 OMA period. [422] |
