Strengthening families and a family perspective is said to be a central concern in policy formulation, but debate on the meaning of the terms remains at a reasonably primitive level. Conservative views of traditional families may dominate politics but the reality is different. What is needed is to understand changes and to conduct research which demonstrates the differences between myth and reality. Public expenditure must be rethought and redirected to family support and resources. Neighbourhood networks, self help programs, accessible servics, and effective parenting are key issues to empowerment and community mobilization. |
