This paper challenges the idea that globalisation should be viewed as a damaging western ideology. Indeed, it is argued 'that globalisation should be examined using 'positive' economic methodology, which allows for an objective assessment of its effects, and that as a process it cannot even be conceived of as ideological. Rather than being an expression of economic American imperialism, the benign process of globalisation is threatened by the United States' unwillingness to maintain its hegemonic position, its 'Pax', whilst simultaneously attempting to legislate the affairs of the world, through a form of 'ethical imperialism'. This argument is developed through an examination of the debate over global public goods, and in particular through a study of two key areas: the maintenance of peace, and the role of international financial institutions in dealing with recurrent financial crises.
