Towards new partnerships in sector-wide approaches: comparative experiences from Burkina Faso, Ghana and Mozambique 1 The paper originates from a study by the Working Group on Education Sector Analysis prepared for the ADEA Biennial meeting in South Africa during December 1999. The wider study was a collective effort of Joel Samoff (case of Burkina Faso), Lene Buchert and Josiane Rabetokotany (case of Ghana) and P.T.M. Marope and Tuomas Takala (case of Mozambique). This paper has highly benefited from discussions with and inputs of all team members whose contributions are gratefully acknowledged. Valuable comments on provisional drafts were also provided by Howard Horsley, H.R. Kells, Mitch Kirby, Peter Kresge, Janet Leno, Noel McGinn, Digby Swift and Virgı́lio Juvane. The paper has been written in a personal capacity and its views should not be associated with any of the mentioned organisations.
