A basic principle of the technical normalisation is to hold the market development by developing unified technical rules for all concerned subjects. The information and communication technological industry is characterised by certain specific features contrary to the traditional industry. These features bring to the normalisation domain new demands, mainly the flexibility enabling to reflect the rapidly development market of ICT elastic way.
