Contents: Child sexual abuse continues to be a problem despite efforts towards prevention. The burden of protecting children still falls mainly on women, yet society's general attitudes take away from women the tools they need in order to do this job. Early psychological literature added to this debasement, although there has been a turn around since the late 1970s. A review is given of these patterns. The recent literature points to the importance of empowering women so that children will be protected. A general discussion of useful concepts, actions, and interventions that move people towards empowerment is included.
