Archives and libraries have emphasized their differences rather than commonalities, and have so specialized within their own developmental traditions that cooperation has been an illusive ideal. Archivists are now moving toward a national or more accurately nationwide system of information exchange after a decade of false starts and consensus building. The National Historical Publications and Records Commission has been a major stimulus for cooperative development. By 1985 the key elements for a national system were identified and now questions of actual development and leadership are being discussed. Funding is always critical for such developments, but planning must face continued austerity and yet proceed. |
