Libraries are ordinarily short of space for collections, staff, and readers. Construction is expensive. Growing populations of little-used duplicates constitute prime candidates wherever storage economies are considered, e.g., in weeding and/or relegation to secondary storage. The problem of litle-used duplicates arises whenever any cognizance is taken of the holdings of other collections or of other libraries. A series of issues involving collection development, library cooperation, storage, and quality of service are reviewed, with special reference to cooperative storage programs.
