In New Orleans, the United States' 25th largest city, the problems of substance abuse and homelessnws are exacerbated by some unique economic and cultural characteristics of the city. This article describes the development of a program designed to achieve sobriety, residential stability, economic independence, and family re-integration within this context. The theory and philosophy behind this program are presented and the political, administrative, and clinical barriers to implementation are described. Baseline data from the initial 670 clients served are presented, and early fidhgs are discussed.yyy |
