Inhoud: This paper presents an analysis of New York State's implementation of the adoption subsidy program provided under the Adoption Assistance and Child Welfare Act (P.L. 96-272) of 1980. This law established a mechanism through which federal matching funds could be appropriated to states for subsidies to support the adoption of special needs children. New York is one of four states in the nation in which adoption subsidy rates are set at the local (county) rather than the state level. This study examines variation in between-county adoption subsidy support in New York and the adequacy of this support in providing a quality of life for special needs children in the state. Results indicate that children with similar needs but living in different counties are receiving significantly different levels of support in the years after adoption and that a substantial portion of the variance in between-county subsidy levels is not based on cost-of-living differences. The majority of special needs children being adopted in New York State receive subsidies at levels close to the estimated cost of raising a child in the urban Northeast. For those children being adopted in counties providing less than adequate support rates, however, the financial burden on adoptive parents can be substantial. Implications of the findings for placement rates and adoption policy are discussed.
