Inhoud: This research investigated the amount of measurement error found in a state's performance-based statewide writing task (scored on a 6-point scale for each trait) as it relates to the high-stakes decision reproducibility. Using 175 eighth-grade writing samples (graded as handwritten in the winter and rescored as typed in the spring), we found moderate correlations between the 2 raters' scores and significant differences between raters for the winter handwritten but not for the spring typed. Furthermore, the state raters' average exact match was approximately 49% and their average off-by-1 match was 46%. However, the off-by-1 matches failed to identify the cut-score problems in approximately 26% of the essays across the 6 traits. cut-score problem occurs when 1 judge certifies the student as proficient on a specific trait, but the other rater judges the student as nonproficient. Reliability and cut-score problems encountered with this state's writing scores are not unique to the state, and any state using a conjunctive cut-score on their statewide essay tests must solve the psychometric issues raised by this research.
