Examining how, why and when employers will support the extension and deepening of social welfare, Mares recently argued employers wish both to diffuse social risk and maximise control of employee benefits and insisted that these alternatives require trade-offs. Mares also argued the nature of these trade-offs will be influenced by firm-specific characteristics and incidence of labour market risk. This article tests her model with enterprise data from a developing country (Sri Lanka). We argue firm characteristics and market risk do influence the risk dispersion-control choices made by capitalists and that the manufacturing employers examined have a clear preference for control over risk dispersion and hence oppose the retention of a welfare regime based on a “unitary pool of risks.” |
