Inhoud: Eveline M. Burns is the ideal type of a social policy scientist. She has developed and refined a mooel for policy analysis. Her model is widely used and forms the base for much of current social policy analysis. She has contributed to the growth and enrichment of social policy science through her excellent and extensive writings, her participation in the design and development of social security policy, her teaching, influence, and inspiration to generations of social policy students and scholars. Yet while there is no guarantee that democracies will act rationally in formulating their social policies, it is also abundantly clear that they cannot be expected to do so unless they are made aware of full implications of the choices avaialble to them.
