Inhoud: Whilst the case for mainstreaming human rights through development projects is clear in terms of improved transparency and accountability, the means by which it can be realized in practice appears less so. However, it is maintained that there are existing resources that can be utilized and adapted for the purpose without the need for developing complex new approaches, and that largely draw on existing data collections. This essay proposes practical methods for monitoring the MEDA development programmes and projects from an economic, social and cultural rights (ESCRs) perspective by combining the utilization of authoritative reports from international bodies with the innovative application of existing modalities, such as stakeholder analysis. In so doing, it seeks to demystify the notion that ESCRs are not capable of assessment or realization and therefore unable to ground claims for redress when violations occur. Ultimately, it maintains that only by fully understanding their normative content and how they impact upon both each other and civil and political rights can ESCRS move beyond being seen as desirable objectives to that of enforceable entitlements and be placed at the heart of the Euro-Mediterranean Partnership.
