Inhoud: 1995 saw important changes in French policy towards the Mediterranean area. In the case of Algeria, change came about as a result of internal developments, including the election of President Zeroual, more than as a consequence of shifts in Paris. France was forced to recognize its limited ability to influence Algerian events, and despite persistent ambiguities in its policy, began to place greater emphasis upon the need for political dialogue within that country. However, Chirac's election to the presidency did have an impact on French policy, with priority apparently being given to Morocco as a privileged partner in the southern Mediterranean. Visits to Morocco and Tunisia formed part of energetic efforts to regain for France the position of privileged European partner of the countries of the Maghreb.
