After a brief description of transitional planning exercises in Cambodia, the article describes the main features of Cambodia's new Socio-economic Development Plan, 1996-2000, which includes an exceptionally strong emphasis on social development, with direct targeting of vulnerable groups. The economic problem to be addressed is how to finance ambitious social targets, given three constraining elements: a lack of exportables to secure foreign exchange, a lack of taxable capacity, and a deficit in trained labour. Particular elements in the plan are a new organizational structure for implementing bottom-up, participatory rural development and an outward-oriented labour-intensive industrial development strategy, aimed at encouraging domestic and foreign investment in the sector. Some limitations of the plan are considered, together with factors which might govern its effective implementation.
