Contents: This paper presents a policy research agenda for scholars interested in internationalism and the internet in higher education, with particular reference to Canada. Arguing that the 'virtual university' is a reality that cannot be ignored by leaders of post-secondary institutions, the author analyses the reasons for this, the strategic questions it raises and the policy issues it entails. Attention then shifts to the nature of and demand for international education, the challenges and frustrations underlying the retardation of its development in Canadian universities, and the policy issues that must be resolved for progress to occur.
