Inhoud: The development of mental health services in the United Kingdom is influenced by independent inquiries commissioned following homicides by people in contact with psychiatric services. Each inquiry may make recommendations based on examination of a single incident. These recommendations may be applied widely within the health service. This paper examines one report as a literary text; the series of events leading to the homicide is analysed in terms of narrative, while the recommendations are taken to be in the realm of the bureaucratic. Suggestions are made as to how the specific narrative leads to generalisable recommendations. The paper ends by debating the current place of narrative-based argumentation in the development of social policy founded on effective bureaucratic frameworks.
