This article assesses the extent to which the European Union (EU) can be said to have developed a 'foreign economic policy' in the light of arguments about such policies in traditional state-centric analysis. From this general evaluation, questions are derived about the effectiveness of EU policies and about the ways in which they reflect the changing nature of the world arena. It is concluded that the EU represents tendencies towards multi-layered policy-making in conditions of enhanced interdependence and interpenetration, which have significance for the analysis of the world political economy in general. Evidence from the concluding stages of the GATT Uruguay Round is briefly examined to illustrate this argument. |
