If 'Eurosceptic' means 'opposed to increasing the powers of the European Union', the record of successive British governments suggests that Britain could be described as a Eurosceptic state. This article reviews that record, examines the reasons for it, and the prospects for change. It looks at the cultural and economic factors that have affected the attitude of governments, the prejudices of political elites, the pattern of interest group pressures, the constraints of internal party management and of public opinion, and the role of the press. It concludes that the pointers to change are ambiguous. |
