In practice, the way in which an investment licensing system (ILS) operates in an LDC quite often leads to results that are inconsistent with the objectives of the system. This is largely because of the structure of decision making that characterises this system. It is the purpose of this case study of the Swaraj Tractor to illustrate how the decision making structure of the ILS in India resulted in decisions that tended to frustrate the very objectives that the system was designed to serve. |
